The question of leadership and the challenge of building enduring institutions will remain a recurring refrain in Nigerian national discourse for a simple reason: our so-called leaders do not understand the basic concept of national institution or for that matter, the centrality of those institutions in the realization of national aspirations. As a result, they view state institutions as mere tools to be used for their individual whims. They believe the institutions were set up for that purpose and not the other way round.
